This souvenir sheet was issued in preparation for the 2008 Summer Olympics in Beijing, China. PEQUIM is Portugese for Beijing. Guinea-Bissau was a Portugese colony and Portugese is still the official langue. Why it included two hockey players and a motorcycle is a mystery. That is NOT a pulled perf on the left side of the stamp. The diamond cutout is done on purpose.
