Per John DeNune of christmasseals.net

1979 was the 1st year for Christmas Seal Design Experiments. They were conceived to maximize donations by test marketing the designs with the greatest impact. Nearly every year since 1980, the nationally issued Christmas Seal was selected from a previous year Design Experiment. The 79-T5 (Green's Catalog number) was never issued as a US National Christmas Seal, but is interesting since it borrowed a previous year, 1978 Canadian Christmas Seal. Many years in the 1920's-50's Canadian Christmas Seals borrowed US Christmas Seal designs, so this is kind of a reversal.
